perlite problems!!!

i am having lots of trouble with my perlite!! i usually fan my terrarium with pan cyan casings in it twice a day (when i wake up and when i go to sleep) theyve been in there for 2 days now and the humidity seems really low! theres usually very small water water droplets on the sides when i wake up but nothing before i go to sleep. before i fan it i open the lid slightly and feel inside and it feels moist and stuffy inside and is hotter than the air outside of it. i need a way to test the humidity in there!!! i had a humidity guage that i bought from a pet store a while ago and it always said it was at 70 percent humidity while in the morning when i watch the news it always says the humidity is between 10 and 20 percent. i put this lizard humidity guage in the terrarium and it rose from 70 to 95. i dont know if this means anyhting. i have about 2 and 1/2 inches of extremely wet perlite in a 12 inch terrarium. my questions that i really need to know are:
1) what do i use to get an accurate humidity percentage without an expensive humidity guage?
2) what do i do with the perlite to make the humidity raise? (add mor water or more perlit or both?)
hey, you got to be genuine thats the name of this game. if you're real, then you aint got nothing to worry about, but if youre synthetic then starting tomorrow you're balls come off!

Dont overly worry with the exact humidity range. My friend doesnt use a gauge in her perlite set ups that much. She just watches the sides. If theres dampness on the sides, then she leaves it alone. If not, she'll either not fan that much, or add more damp perlite to the bottom. Her typical setup has about 6-8 inches of damp perlite in the bottom.
