Basically, you heat (aquarium heater) water in a basin (aquarium), then pump the water through a system of pipes to distribute the heat into your grow chambers.
I wonder if there are any cultivator pics still floating around...

I think all of the pipes (conduit and otherwise) were the same diameter- 1''. The heating pipes, i think, were the onlyones that were thinner (about 1/2 inch). When a monkey of mine built his he didn't use PVC for the heating pipes. he used that clear flexible tubing (forget what it's called). Anyway the stuff is really flexible and he made a sort of zig zag with it (tying it to the sides) under all of his shelves.

I dont know what kind of "basin" your talking about, but the unit had an cool-mist humidifier(small size) and a 10gal tank used to heat the water which was pumped thru it's own set of pipes.

Locating the water basin on the top shelf would save wear on your pump and the water will not come rushing down to overfill the basin in the event of a power failure. Locate the inlet/outlet near the bottom of the basin. This is probably the better way to run it, however, you have to drain the whole thing to work on it. damn trade-offs..
Fiber optics would be a good choice for lighting. Keeps heat and electricity out of humid grow chamber. There are kits available on eBay that might work.
Sounds like you're gonna have a nice setup..

nushroom.. in the top basin system, the pipes would be primed by gravity. In the bottom basin system, the pump has to initially fill the pipes. Once the pipes are filled, it will be the same (given a closed system). However, I think that the bottom basin system, overall, is the more practical way to go.
How large of a pump are you going with? I got a 1/6 HP 25 GPM submersible pump @ Lowes for about 50 bucks. Does that seem like overkill for something like this?

Ok guy's here it is... McMan blessed me w/ the pic of his awsome closet cultivator. He also points out that there is a halogen (tube) light at the very top of the cultivator :
