anyway concenring the question,
its fine to keep the garbage bag lined over the substrate or to use
an additional sheet of plastic that u tuck down on the edges,
like u would tuck down a bed.

be sure to have holes poked into the covering plastic,
so co2 can escape.

u should remove the sheeating every 2 or 3 days to air it out fully,
then replace immidiatedly.
if u keep the lid of the bin on additionally,
u would just keepm ore co2 inside than required.
