simmer vs. boil?

I was wondering, when you cook popcorn kernels to get the moisture content right, why simmer instead of boil?

i would assume that by boiling, you would overcook the kernels, causing them to become mush...

It's probably less efficient in making the grain hydrate itself. I have one suggestion for popcorn, soak for a the longer end of the spectrum and simmer for close to 45 minutes, thats a tough bastard to fully hydrate.

Yeah, the more I deal with popcorn the more I hate it. Where can I get rye?
