Weeks after some punishing setbacks for the government of Brazilian President Lula da Silva, with his Worker's Party losing three of the flagship cities in the world for Harm Reduction policies toward drug users (S?o Paulo, Porto Alegre, and Curitiba), the Lula administration has finally decided to make the groundbreaking local policies go national.

According to a report in today's Folha de S?o Paulo (subscription only), Lula's government of has reached a "consensus" to step forward into a bold new era of drug policy: decriminalizing the drug user nationwide, and opening 250 safe drug use centers across the country during the year 2005.

Lula is expected to sign an executive decree on November 24, taking drug enforcement responsibilities away from police agencies, and placing the problems of drug use under the jurisdiction of the Health Ministry, which will be charged with supporting the safe drug-use centers and make Harm Reduction - a policy to reduce the harms associated with drug use - the law of the land.

Here is an excerpt from today's report from Brazil's largest daily newspaper:

today is the great day. many have been waiting. many are still in the shadow of ignorance in Brazil.
if it follows, it shall be greatly comemorated by all Brazilian stoners.
the dealers even have set a 'drug drought' in a sort of protest...

i find it a great evolution by part of a 'developing' country to adopt this  rather european model, in the counterhand of the American model, but i also find it a bit foolish at the same time (it could only have been Lula, the drunkard)...

i am foreseing an explosion in violence, specially in Rio, because if it goes like Lula wants, the dealers will have to find another source of income...
(oh i forgot. the cops will stay furious without their bribe).


DECRIMINALIZE! LEGALIZE IT ALL LULA!

Er, sorry about the poor joke, it was meant to be an internal joke to Josh (whose afraid of driving his car into Brazil!)...

Anyways, just an update.
It's a melting morning and nothing has changed. The gov't site went down, probably out of so many queries.
The only thing that is for sure is that the project is to be implemented for the next year but anyways, it should already be signed...
I hope the dark forces do not to spoil the whole thing...
If anyone knows of anything I don't...!

Brazil will probably follow a system similar to the portuguese, which is also based on drug-decriminalization. Portugal also has the Health Ministry as regulatory mechanism and drug addiction is seen as an health problem, not criminal.
I'm very happy for Brazil, my friends at Santos must be celebrating if this is true. I don't know, i can't find any related article in portuguese, but i did find some articles in english. I say it's weird.
Anyway, let's hope for the best guys :wink:

i have been watching the senate channel on TV...
i didn't catch it from the very beginning but it seems a certain senator has entered with a measure in order to suspend the decriminalization by a number of reasons (mosty foolish reasons, a senator representing the interests of $influent$ people)...
the $influent$ people are pulling the strings the way they can, i hope MAIA is right! Portugal and Spain are wonderful examples (which are never mentioned, i wonder why)...

Woah! I cant believe Brazil decriminalized drugs 3 days ago, where have I been? I'd like to see how this develops, I want to see other deveolping/advanced models for drug legalization/decriminalization than the Netherlands.

Nope,but I wish though...

The project will decriminalize the drugs but not legalize it. For instace, the drug use will be legally considered as a health issue not a police issue, the user won?t go to jail, be harrased, pay lawyers nor have the chance to corrupt the policemen. ( yeah, corruption is like a cancer metastasis in this country, well it is every where isn?t it ? :shrug:). Though the jail time for the drug dealer will be increased from 3 to 15 years.

I don?t really know the whole project but it?s something along those lines.

i have heard from the media that there was already a lot of business crap being registered (like a 'bob' brand, meant for INDUSTRIAL JANE JOINTS)...
someone's got to grow the shit...
but again, when i remember of the senate... and all the corruption cancer crap which consumes the brazilian worker in taxes...
i really wonder if there will be an actual change without legalization. otherwise there will still be traffic, with small 'soldiers' going down every day so that the real business owner will always live safely on his rich life which costs the health of users, dealers, policemen and often even innocents...

hmmmm, maybe the DEA can send some of their special ops from defoliating columbia over & ummmmm "help re-establish democracy in brazil" or something that will sell on america's news programs...


(heh, brazil solved their problem with ayahuasca by having government officials visit the churches & participate in aya sessions --- no problemo, senhor...)


(& with regards to brazil - what is gonna happen to extant UN treaties as regards all those nasty dangerous drugs? --- treaties that the usa bullied everybody into signing back in the 40s & 50s...)

i remember reading a link (too bad i didn't bookmark it to link here), on a DEA big head stating that their efforts in colombian coca plantations didn't reduce the cocaine consume in US (the consume actually increased)...
indeed, it's all a huge theater for the masses. anyone who has a bit of culture knows that coca plantations isn't something that only exists in south america. it is a pity that the average american takes the TV so seriously, but what can we expect from the masses? nothing too clever IMO. from any masses from anywhere in this planet.

lol, 're-estabilish democracy' is a very good term, made in america, now availiable to YOUR poor country! =D

regarding the ayahuasca subject, it is funny how 'smart' the politicians are. a dumb ass politician has actually managed to make it forbidden for a little while in this new government. i only came to know about it when it got legal again. haven't even heard of it's prohibition. the fucker must have read 'ayahuasca=hallucinogen' somewhere and wanted to make a good guy pose, protecting us from that harm. pffft.

although a small leap, it's in the right direction...

According to the United Nations Office on Drugs and Crime’s (UNODC) annual World Drug Report, marijuana remains the most widely consumed drug in the planet.

A 2001 UNODC report stated that one per cent of Brazilians between the ages of 12 and 64 consumes marijuana at least once a year. In 2004, the percentage of marijuana users between the ages of 10 and 18 years in the South American country fell to 6.4 per cent, from a high of 7.6 per cent in 1997.

In June 2005, Brazilian culture minister Gilberto Gil revealed that he smoked marijuana for years, adding, "I believe that drugs should be treated like pharmaceuticals, legalized, although under the same regulations and monitoring as medicines."
