Weeks after some punishing setbacks for the government of Brazilian President Lula da Silva, with his Worker's Party losing three of the flagship cities in the world for Harm Reduction policies toward drug users (S?o Paulo, Porto Alegre, and Curitiba), the Lula administration has finally decided to make the groundbreaking local policies go national. According to a report in today's Folha de S?o Paulo (subscription only), Lula's government of has reached a "consensus" to step forward into a bold new era of drug policy: decriminalizing the drug user nationwide, and opening 250 safe drug use centers across the country during the year 2005. Lula is expected to sign an executive decree on November 24, taking drug enforcement responsibilities away from police agencies, and placing the problems of drug use under the jurisdiction of the Health Ministry, which will be charged with supporting the safe drug-use centers and make Harm Reduction - a policy to reduce the harms associated with drug use - the law of the land. The government wants to create centers for drug use." today is the great day. many have been waiting. many are still in the shadow of ignorance in Brazil.
if it follows, it shall be greatly comemorated by all Brazilian stoners.
the dealers even have set a 'drug drought' in a sort of protest...
i find it a great evolution by part of a 'developing' country to adopt this rather european model, in the counterhand of the American model, but i also find it a bit foolish at the same time (it could only have been Lula, the drunkard)...
i am foreseing an explosion in violence, specially in Rio, because if it goes like Lula wants, the dealers will have to find another source of income...
(oh i forgot. the cops will stay furious without their bribe).

Er, sorry about the poor joke, it was meant to be an internal joke to Josh (whose afraid of driving his car into Brazil!)...
Anyways, just an update. It's a melting morning and nothing has changed. The gov't site went down, probably out of so many queries. The only thing that is for sure is that the project is to be implemented for the next year but anyways, it should already be signed... I hope the dark forces do not to spoil the whole thing... If anyone knows of anything I don't...!
