I wouldn't use Bush's re-election as a reason to move to Australia. John Howard is equally cretinous and as we don't have maximum term limits, he may yet end up becoming our longest-serving Prime Minister. But then I'm completely unashamed about my Green streak, so take that as you will.
It's probably an excessive generalisation to say that we have "killer bud" (it's a big country; you'll find the same disparity in quality as you will over there), but if you're so inclined I recommend a trip or eight to Nimbin, a small and altogether rather amicable town near Byron Bay (northern New South Wales).
As for the university issue, the Howard government recently raised fees by 25%. Some universities (including mine, ANU) have defied this trend, but I wouldn't expect that to continue for very long. Nonetheless, I dare say we have a very strong tertiary education system despite Howard's best efforts.
Some consider Canberra, our national capital, to be a bit of a backwater (the site of its construction was politically expedient, not wise), but I think it's a lovely little city (est. 320,000 people). And a certain species of mushroom is said to grow in the Botanical Gardens. Ahem. Anyway, which city will you move to?
Just my $0.02 on the above. "Welcome" in advance. Now I'm going to take the wallaby on walkabout.

best of luck to ya!!! from my personal experience of moving abroad, i can say you're in for a lot of amazing experiences - sometimes things might get you down, but i found the wide world to be, for the most part, a pretty damn cool place. i've got a friend i went to school with who lives in Melbourne, so if I ever go visit him, I'll have to meet up with you all!

Um, can anyone tell me how easy it is to get Australian citizen ship? And should I consider Australia instead of Canada or Brazil, and WHY should I?

Depending on your age and qualifications as to whether you can get citizenship or not from what I know. Lovelight and Merkaba would be better versed in that. However from what I can gather its relatively easy to get NZ citizenship - then you can live in Australia on that indefinately.
I don't know much about Canada and Brazil to draw comparisons as to why one would be better than the other.
What I can tell you about Australia is that it is a laid back kinda place, very diverse landscapes, quite multicultural etc. it's not a pretentious place as a whole, good weather. I dunno - what else do you want to know?

Well, basicly the general society... Is pollution a major issue? How liberal or conservative is the majority? What are some of the stupid laws including drug ones? Do you have good law enforcement or corrupted? any shrooms besides subs? How easy is it to get a job the=re, etc

Do you mean liberal/conservative as in politics. I only ask as you guys have different names for parties there and I don't know if that is what you mean or not.
Drug laws are WAY more laid back than USA. You guys have some scary freakin laws.
Law Enforcement is probably 50/50 I guess.
Talk to Hanky about shroomage - I'd have no idea.
Employment - it depends on what you want to do. In our state - unemployment is at its lowest since way back.

congrats on your decision to move...i moved from the US coming to now 7 years ago and I don't regret it at all... 
just a few questions though...you said you're going to university have you gotten your student visa sorted out? i'm not sure how it's like for australia but when i went to the UK for uni i had to show that i was self sustainable (bank letter from the US showing i had money for tuition + expenses)...cause they won't let you in the country unless you can prove you won't resort to trying to get on the dole...
as for jobs...usually they require a citizen of another country to get a job first then apply for a work permit...but not sure about australia
