Will this composted humus and manure work as bulk?

Found this stuff at Home Depot for $2 per 40 lbs. Says that it is ".05-.05-.05" Composted. Nothing else on the bag or the additives/nutrients table indicated any other processes or ingredients. There was no ratio of Humus:Manure either. I don't know what Humus, nor the term composted means  :confused:  I recognize the nitrogen etc...  The mixture looked like a very dark semi-fine soil, but it's raining outside and it was out there so I didn't get a good peep at the contents, just paying attention to the label. Is this a sufficient bulk medium to mix with straw?

hummus is decaying forest materials, wood, leaves and what ever else they scraped up from teh ground

thats what i used in my outdoor grow in like 2002 and it worked.
