Meta-Politique

Maybe there's a world out there where an elite group of men who all share the same vision of the world. A world with a global market and consumer trends. Liberal... conservative... these are just opposing labels for characters in the show. The Meta-Politique plan has no real competition. Any threat is quickly diverted to one of the "opposing" political parties as the "lesser of two evils" is chosen and rooted for. The plan was always to create rational nation-states the world over. One side will knock down whatever was there before, and the other side will build something in its place. Blame will be assigned to various players on the stage, but no real punishment will be doled out to members of the Meta-Politique as they are merely actors... the only losers are the conquered nations and their leaders. Great actors come and go... but the plan never changes course, it just adapts. The masses didn't like how that last empire fell? Well, let's take the red guy out and put in the blue guy. Uh oh... trouble on the horizon... out comes the blue, in goes another red guy.

This is a thought experiment, foremost. But it's still feasible.

As to how such a structure would materialize - I'm unsure, but it might be a combination of the options you've given.
