No it is not. As president and head of the executive branch, Bush should be well aware of the less conspicuous ways of communication with outside parties. Anyone who has ever gone undercover knows the back is the last place where the transmitter is placed. It is the smoothest area of exposure to the eye. Why have a bump there? In between the legs in the groin or under the arm near the midsection. He is wearing a coat, these areas would be much better. With all of his aides and advisors someone had to have noticed before he went out.
