Try to spry it with water every day... put it near a window, with enough but no direct sunlight...

I would wait to make the cutting until she starts feeling a little better. Thin, young stems are not the greatest for cuttings.

I dunno if it helps, but I spray my plant atleast twice a day. I have a shitload of perlite in the soil, though, so that might be why it's still alive. I sometimes happen to drench the soil a bit (rather than just mist it).

Don't spray the plant every day - there is no need for it. It doesn't help. Some direct sunlight is not a problem either. Salvia can adapt to most situations.
You should have it in as large a pot as you can find (or have room for). Make sure that you have good drainage from your pot. The roots will rot if kept wet all the time.
Also, make sure that the soil isn't compacting. It must be loose and light to allow oxygen to the roots. You can add some perlite to your regular potting soil to make it even lighter, but it's not neccessary - just don't water it too much. I don't water my plants until they start to droop slightly.
I would re-pot your plant.

i've also had this same problem growing salvia.i had a friend give me a cutting that was about 4inches tall because it was dying . she thought i might could save it cause i have a "green thumb".i kept it on life support for about a year and a half before it finally died.the only thing that kept it alive was setting it outside in the fall on my porch.that bitch grew almost a foot tall in a 2 month period but as soon as i brought it back inside the leaves slowly started turning under, turning brown and falling off.i recommend setting it outside if the temp is not to hot or cold.mine grew great between 80-50degrees outside.this may bring back some good green growth to help it last the winter indoors.GL
