I have a fully automated cheap setup. I use just a reg styro cooler, and have a fish bubbler set on a 12/hr off/on basis using a regular wall timer. I have the air bubbler line splice inside the terrarium into 2 air stones that I laid inside the bottom of a cut-off 2L pop bottle. I use about 1 1/2" of wet perlite on the bottom. I have the air exit hole an inch above the perlite layer, which is stuffed with cotton (Above C02 layer). I've never had a problem with my casings drying out (except after a good flush), they have be misted after one of those ;)... other then that this has worked great for me, and have gotten some pretty nice flushes.

You might try a bigger pump. And as mentioned, CO2 drain holes above the perlite layer. I leave my holes open
It stays on always and with perlite humidificaction, I`ve had great luck.
