OKay this is the idea for a tank that i'll be making and the reason I call it surrounded by water is because before any air can pass in or out it will have to pass through a water/hydrogen peroxcied solution. Take a look and tell me what you think. I think that I am going to use a perlite bottom to take care of humidity, but I might not half to....
suggestions?

This system would need to be absolutely air tight for it to work. I do like the idea.

So basicly all your doing is filtering your air through a bong befor pumping it into the tank!
