Xvid to Mpeg?

I need to convert an Xvid file I have so that it can be burned onto a DVD-R disc as a movie, I am assuming this would be mpeg format. So my question is, what program would do this conversion? And also, I don't want to pay for the program, I would just like something I can get off the net or bit torrent etc, peace.

Use somthing like tmpegenc to rencode the file the mpeg2 dvd. Then use somthing to author the dvd.

also. its much easier just to use tmpegenc plus to convert the xvid avi to an mpeg1 and just use nero to burn that mpeg one to a VCD which can inturn be played on most dvd players(tis what i do with tv show stuff i download off torrent/newsgroups thats in avi, to much hassle for dvd when the quality its already below dvd).
