So is the peroxide only effective after the mycentium is devoloped?

Yes. You cannot use peroxide with spores, it kills them. You can try an all-peroxide method (just use peroxide mixed in with all water used in whatever tek you follow) but you have to make a non-peroxide karo jar or some other liquid culture so you can inoculate with clean, live mycelium. You will not likely enjoy the ratio of contam to noncontam though in most all opinions. It 'works', just not guaranteeably very well. Some materials will break down the peroxide well before it can do any good, also - but it's sort of hard to figure out what does and what doesn't (though it's related to enzymes AFAIK).

basically, do it the right way. i don't think many people would readily rely on that "peroxide tek." it's just too vague, and it doesn't really seem to cover all of the bases.

I agree, PC'ing still sounds like the best bet.  Even boiling and fractional sterilizing sounds like it would be more effective than just using H2O2.

If this is your first grow I'd suggest PF-Tek For Simple Minds in our Mushroom Cultivation section.  This is what I used.  Very thorough.

If you want it sterilized you need a PC. PERIOD.

seems like everyone would be doing it if it worked that well, don't you think? I mean, who wants to take all those precautionary measures.....

Hydrogen Peroxide will certainly work in growing mushrooms as a substitute for PCing. It will kill everything just fine. The problem is it won't work with grains, it's meant for wood loving species. Grains have organic enzymes that break down the H202 (like mycelium does). There is a mod to the tek using some grains but more H202 has to be used...

H202 is a great additive in all water going into your chamber but you really dont need much in misters/dunks/humidifiers. I use it in everything. Safe for myc (im smaller amounts but large amounts of H202 will kill myc the same as it will kill molds in large amounts) but not for spores..
