will a fully colonized agar plate strat to pin frutiing bodies if exposed to the correct light, humidity, and temp?

Yes. A FOAF had it happen w/ Pan cyan mycelium. He thought it was a cool/special happening and figured it was definitely a fruit-capable strain.

it seems to be simple to let mushrooms fruit from a colonized agar plate, why isn't this done on purpose more often, replacing dry medium and substrates/casing/etc...?

The fruits I saw were *very* small. Something like the attachment.
