yes, but if when you inoculated your jars you got only spores towards the top, not all the wat down the sides the top will grow over and keep it from going down du to lack of oxygen
give them another week and if nothing changes try shaking them up without contaminating the substrate if you are using pf style jars it say's get the needle as far down as you can on the sides of the jars

I had the same problem. Light white fuzzy growth on the top part of the jar. With me it almost a steamy condensation on the outside of the jar but it wasnt. Your just going to have to be patient to see what happens. Dont freak!! ^_^
