Hypothetical Libertarian Economic Question

We all know about the Libertarian economic philosophy of allowing
people to engage in free markets and to keep their money. However,
according to basic Libertarian economic principles would it be
permissible to tax the public and spend these funds on people if it
actually saved the government money?

Here are some examples:

1. Public funds are used to provide birth control to everybody.
This cuts down on unwanted pregnancies. Fewer unwanted pregnancies
result in less crime and poverty, which means the state has to pay
less for prisons and police.

2. What if scientific studies determined that by giving poor people
extensive and all-encompassing free stuff(college educations, health
care, etc..) that crime would be reduced so much that it would be
fiscally worth it in the long run?

Acording to principled libertarians like Nozick, no. Natural rights like property rights trump everything else, even if infringing on those rights would increase efficiency in government or increase social goods.

I don't know about from a practical libertarians viewpoint. I guess they just wouldn't believe you?

As a practical libertarian, I would say that if something is worth paying for, then there will be private individuals and organizations willing to pay for it. No need to get the government involved.

Why would that be? That ignores the free rider problem of collective action.
