HELP!What to do for dried out colonized cow poo?

Its like, 85-90% colonized and dried out...i found out, cos its stuck on 85-95%.....What does my sisters brother do now?
He placed in a hydrogen peroxided 1/3 water filled container and covered with tin foil....is this smart? should it be better closed(tighter) or would too much humidity ruin it?

My friend would just get a spray bottle with a fine misting sprayer and lightly mist the air about 12 or so inches above the casing and let the mist fall to the casing.Then she would put this casing in a wet perlite containing growing chamber and continue to lightly mist until pinning started. Or better yet, she would place a thin layer of pasturied damp wheatstraw on top of the casing.

Its two in the morning......Do you know where your paperbag and flashlight are?
