I may support voluntary welfare at some point in the future but I dont think it would work at the moment without a radical rehaul of government. Many other things would have to change before it would be safe to reomve welfare.

it's not just about welfare. there's also subsidies, excessive licensing, fiat currency, price controls, duties and tariffs, and other manner of government intrusion into peaceful exchange.
