Assuming you dont have the Walmart brand with "bird cote", do you find a need to soak your WBS before PC'ing?

Not only should you soak, you should cook them a bit too. This helps to crack and weaken the hulls, making the nutrients within much more available, leading to faster growth.
Birdcote is useless and detrimental - mushrooms don't require the types of vitamins in this coating. Hell, even birds don't like it much. (check out which they go to when you have two feeders side by side)

I usually dont soak due to time constraints and it has made no difference wbs and millet I simmer for 45 min then give a good rinse with hot water

Soaking it overnight then draining seems to make the water content just about optimal, so I would say soak for 8-12 hours.

kramer soaks, then he likes to mix in some verm to help regulate moisture content and save all the yummy nutrients

The soaking of the WBS is for the sole purpose of germinating any bacterial endospores. The endospores are capable of withstanding the temps which are achieved during the pc'ing process. If you dont soak for 24hrs before you simmer to hydrate,then you are much more likely to have your jars succomb to bacterial contamination. By germinating the endospores you have them trapped inside at a stage of their lifecycle where they are vulnurable to the 250deg/f that you hit when you pc.
8-12hrs is not sufficient to ensure that the endospores have germinated. 24hrs is the time you want.
The addition of a little verm to the WBS is a well proven method of aiding in achieving the optimum moisture content. The myc seems to grow very well and fast using a little verm. Make sure you fully hydrate the verm before you add it to the simmered WBS because the object is to provide an efficient water resevoir and not to wick water away from the WBS into the dry verm.

Thats just a myth. A PC is plenty hot enough to kill endospores.
I don't rinse, soak, simmer or strain and only experience contams on RARE occasions (usually from dodgy plates people have sent me).

soaking and simmering is simply a way to waste time, and to get the water content fairly accurate. IMO if you add the proper water and grain, and PC as prescribed...you will have little worries. But I am an old schooler.

24 hrs is best but don't let it go too long or it will start fermenting on ya and then your fucked

My bud has had problems getting the correct water content on occasions where he didn't soak/ simmer the seed first. This is really just laziness on his part; you can always do the 100g in a 250F. oven and subtract what is left to get a %H2O. Then look up the optimal content and get a precise grain to H2O ratio. But he's too lazy and smokes way too much herb for all that crap. So he just simmeras until the grain has about doubled in size. You should be able to mash a piece of grain between two fingers, with the very center still being dry. Then rinse very well and PC for 90 mins(probably a bit overkill considering the simmering, but...) I hope this sounded at least a bit coherent, I am feeling pretty good right now!

i know if you use hartz brand parakeet food 1/2 a cup of water to 2/3 cup grain is just about right
