I know this may sound stupid but exactly how do you use a syringe? There is a cap on the syring that twists off but the needle stays inside the cap. Am I supposed to just inject the needle through the top of the plastic cap or what?

LOL!
the cap just p[ulls off, its kinda hard, dont unscrew the needle, thatll introduce contaminats. i stick my fingernale in between the needle and the cap, and slowly push it off.

Well, that syringe is likely contaminated now.
Just pull the cap off, do NOT twist.
You twist to remove the Luer-lock needle, the cap just pulls off.

There was tape on the bottom of the neck of the syringe but i took it off figuring it was there to keep the cap on.
