I just bought the same one, All-American Canner #915, new though. The capacity is as follows:
Liquid Cap. (Qts.) = 15 1/2
Quart Jars = 7
Pint jars = 10

But now a question, is it wise to stack 1/2 pint jars while canning? And if so how high can you stack?

I have experienced the same thing. I would assume it's just the left over minerals from the boled down water. But that's just a guess. If it is right though than your fine. Try distilled water see if it does the same thing.
