No... they dont have the penetration needed, they work ok for petri dishes but may cause mutants....

I read iapiat that UV light from the sun is an antagonist to mold growth. Could artificial UV be used during casing to prevent contams?

yes , thats a good question some ppl have em in their glove box to prevent contams , but i would like to see some one to confirm it?!

It should prevent contams, but it would most likely prevent the birth of the mushrooms also or caus them to mutate. PF stated in his experiments that using blacklight (which is at the VERY low end of the UV spectrum) still had negative effects on growth.

No, you cant steralize jars but you can steralize agar plates, water, karo/honey water, water filled syringes.

I think the best application for UV lamps for sterilization lies in the area of surface and air sterilization. The UV rays are very effective in those respect while their effectiveness upon glass and liquid are not reliable due to their inability to penetrate either one very thoroughly. I'm not saying they wont work on petri dishes ,although I am skeptical,but I can definately say that using UV to sterilize any opaque substance is out of the question.

So how do you know that it's possible then? UV is used (as Mykey says) to sterilise air and surfaces. Even a speck of dust will protect the area beneath. making it totally unsuitable for sterilisation of instruments, agar plates and syringes.
Maybe you should read up a little about the subject before posting...
