KINGSTON — The lead on a major national psilocybin research trial in Kingston is interested to see if a new private member’s bill in parliament, which aims to equip doctors with the ability to prescribe the psychoactive ingredient found in magic mushrooms, will make psychedelics more accessible to patients.

Ron Shore, an assistant professor in the department of psychiatry at Queen’s University, is a scientific adviser for the Centre for Psychedelics Health and Research at Providence Care.
Shore is the co-principal investigator of the Canadian Network for Psychedelic-Assisted Cancer Therapy (CAN-PACT), a five-year research project backed by $5 million in funding from the Canadian Cancer Society and Brain Canada to explore the use of psychedelic-assisted cancer therapy and how it can help alleviate anxiety, depression and hopelessness for people with late-stage cancers.
If passed, the private member’s bill, tabled by Saskatchewan Conservative MP Corey Tochor on June 16, would allow Canadian doctors to prescribe patients psilocybin and would see it regulated as a narcotic.

“The model proposed is a good one,” Ron Shore said in an interview. “Re-classifying this as controlled medical access makes complete sense to me. I like what Cory is doing. It raises the public discussion.”
Psychedelic compounds like psilocybin are illegal and regulated in Canada under the Controlled Drugs and Substances Act (CDSA), but Health Canada makes access available through specific pathways, including for clinical trials and through its Special Access Program, which allows medical professionals to help patients in certain medical circumstances gain permission for possession and use.
Tochor’s constituent, Thomas Hartle — who his private member’s bill is named after — accessed psilocybin through Canada’s legal pathway to deal with end-of-life anxiety as he faced Stage 4 colon cancer.
“Thomas Hartle was a very exceptional man, and I’ve met him before,” Shore said. “He was the first person in Canada to get psilocybin legally for advanced cancer.”
Shore said that Hartle had difficulty accessing psilocybin again after his first time, and so he travelled out of the country to receive treatment.
“He was a lovely, beautiful man, and the fact he couldn’t continue to access it, there is an issue there. Special access programs were never set up to give people ongoing accessibility.”
While Health Canada allows access through clinical trials, Shore said that eligibility criteria for trials is so high that participants are often “the Olympians of health care.”
“Trials can be demanding, and sometimes they’re well-resourced, but they aren’t there to provide mainstream access to health care.”
Hartle’s experience with psilocybin during the cancer diagnosis that led to his death in 2024, as a way to ease his end-of-life anxiety and demoralization, is familiar to Shore, who is helping other cancer Canadian patients access similar experiences through his national research project to advance psychedelic therapy in cancer care.
Right now, Shore is helping to train a network of clinicians across Canada to be able to deliver group psilocybin-assisted therapy for late-stage cancer patients. The five-year trial, entering its second year now, will eventually train 65 clinicians, and offer therapy to up to 500 cancer patients.
“What it means is that we have five years to develop a whole network,” Shore said. “We develop the education, the training, we develop capacity…the idea as we go is not only to have these clinical trials, but to leave the clinical training and education as a legacy piece.”
There is no Canadian-based university-affiliated hospital training like this in Canada outside of CAN-PACT.
“We also have a whole policy component engaging with regulators at Health Canada, and we think that’s super important as well. It’s a program of research, it’s a network, and it’s not just a one-and-done trial, which I think is the coolest thing about it.”
Another unique part of the CAN-PACT project is the fact that it is a group-based psilocybin therapy model.

“Most of the research so far has been on individuals,” Shore said. “We’re hoping that cancer centres can keep up with this, so we’re trying to develop a model that has sustainability. But I also really like the group process for the psychosocial dynamics of mutual support, and witnessing each other.”
