do i mist directly to the top layer of the casing or use a drip shield???

Mist the casing directly. Once a day, and not heavily, you want your casing slightly moist, not wet. Stop as soon as you see pins. Be patient, it might take a week or so, then again it might pin in a few days. And give them air.
