Tap water might actually be preferable to bottled. Stamets mentions using tap water during fruiting as the small amount of chlorine won't kill the mycelia but should help prevent any new [mold] spores from germinating. I'd be afraid to use milk dunk for invitro, since you have basically zero air exchange in the jar I'd be very worried about things getting funky.

Has anyone every tried dunking using soy milk? Soy milk expires much more slowly than milk and there is 0 fat in most brands. :)
