Ill post pics for sure!
If anything throw some iso alcohol in there, i didnt even use anything when i has mine and it was going for 2-3 months with no problems, there was a bit of white scum on the walls at water level but that was from the water. I believe the H2H2 breaks down after time to water and hydrogen gas, but alcohol will just evap over time.

Bleach wouldn't cause a heater to explode, sounds like it was defective.

I would wrap some saran wrap around the opening where the water is, with duct tape to cover the holes. The holes might let too much water/steam into your second tub, as they are inside the lid.
I would also leave a small hole for filling. Possibly also put a ping-pong ball onto a rod, so I could see the water level, while it was covered. Setup like a toilet float, and hooked up to an external blinking light (LED)... as a great visual warning.
(I am a Tek person, I always over-do everything.)
Then, I would wrap the whole thing with thermal insulation (Metal foil bubble wrap), and possibly throw all of that into a (Pink Insulation Foam) container... for the ultimate heat retention/control. EG, cheaper electric bills!

Magash: great setup/tek, im soo jealous of those temp controllers. Gr0wer: looking forward to seeing your new tub-setup, sounds like it'll be very handy. LaughingJim: The ping-pong float idea is great idea esp. hooked up to a LED ...and improving heating efficiency is great too, but with such a small 20-50W? or so heater do you really think its that necessary. I mean running my 20W heater 24h/7 @10c/GW for a month cost me $1.44. ...this Tub system can obviously be set-up for very little money, the heater will prolly be your biggest outlay though funny that.

My tit is a ten gallon tank glued to the bottom of a 30g rubbbermaid with two heaters and a power head for circulation. It keeps the temp stable and it looks cool!!

One important consideration is the quality/strength of the inner bin. If you use a flexible plastic one, the water pressure totally squashes it. It still works, though, but you'll just have caved in sides and/or an uneven bottom. I corrected this issue as well as I could by putting two dowels on the inside...
Also duct tape doesn't really work to hold the bins together (unless I suppose you go completely around the bins a couple times)...go with the zip ties.
Hope this helps.
