Have there been any (or are there any) true or mostly libertarian countries, societies or civilizations, past or present?

I've researched it a bit, but found nothing conclusive, though I did find an interesting site of recent libertarian Utopia attempts, and current ones. Sadly, it seems none of them have really worked, I would guess due mainly to improper funding and volunteers

A libertarian country would not work, there always needs to be regulations.

America at the time of its founding is probably the closest you could find, although I've heard Switzerland is fairly close as well.

Switzerland?!?  :eek: You've obviously never been there...

I'm not really a specialist, but I know a few who are, and according to them, there aren't many experiences of libertarian societies (BTW, this 'libertarian' has almost nothing to do with the Libertarian Party in the US, it's more in the way of anarcho-syndicalism... this may explain the misgiving about Switzerland). The only ones that would count were rather small scale and/or short-lived: revolutionary Spain during the civil war there between 1936 and 1939, before the experience was crushed by the USSR (see Tierra y Libertad, by Ken Loach), the French "Commune" in 1870 and a few early kibbutzim in Israel are the most frequently cited examples.

In a libertarian society there are regulations. It's not Anarchy (or atleast how I understand it to be). What needs to be regulated? (Common laws like: stop at a red light and don't steal, etc.?)

The problem of these instant Utopias was the ignorance of its founders. You can not set an instant Utopia with people who are not Utopians (comming from Utopia) .
