I would recommend "Battery" which I think is made by Native Instruments - it is a simple sampler.

In combination, I would recommend soundforge too, which will allow you to really mess with a sample in many ways - then you can stick like 10 different versions of the same sampler into Battery and have a blast applying even more customizations to your sounds using effects and filters n such

Strump has some good advice.

Steinberg's Halion is also a vst sampler.

A sampler is a piece of hard/soft-ware that lets you trigger and manipulate a recorded sound event.
Hip hop and rap sample old funk and R&B for beats, hooks, and basically everything. You can sample other recorded songs, (watch out for copyright), or you can create your own samples and screw with those.

btw, how did you fix your latency problem with cubase? I suffer from this as well....

Hey...

I know you're eager to start making music, and I admire that, but I think you're getting ahead of yourself. You need to start slow. Maybe make midi files with your sound card, or play around with ACID loops or Soundforge, or something. You're going to confuse yourself if you try to start out with all this intermediate material. See, I started out answering your question about sampling and samplers, but quickly realized that there's just too much to cover. And that's just concerning sampling. You also express interest in synth programming, audio editing, maybe even composition, I don't know...

Tell you what, I'm gonna look for some sites dedicated to answering the kinds of questions you have. There's just so much info for me to cover, you know? I wouldn't even know where to start. I think I take a lot of my know-how for granted since I've been doing this for so long. In the mean time, try searching google for some beginner sites. I'm positive they're out there, and I'm sure they'll be immensely helpful to you.

p.s. Wavetable synthesis = sampling, more or less.
