Yes, it is bacterial. I would toss it. The important thing here is to understand why it got contaminated, so that you can avoid it in the future. I can't be of much help regarding grains, but if you outline your procedure in detail, many people here will be able to help mate.

Ok thank you. This is my first time. I did the broke boy tek I saw on youtube since I don't have a pressure cooker yet. But now I'm for sure getting a pressure cooker.

A pressure cooker is paramount. Attempt to do this hobby without one and hydrate your molded substrate with your tears.

There are a lot of things that could have gone wrong. First and foremost, did you you spores, agar or LC? It looks like your BR is a little too hydrated, see how they look like they are about to explode? How long did you boil them? Did you rinse them with cold water after your strained them? Did you test them after drying to make sure they were dry enough (pat them with a piece of toilet paper, if it doesn't leave any water you are good)?How long did you steam them? BR can be tricky, but it can work really well without a pressure cooker. I am on my first successful grow using Broke Boi Tek, took a couple of jars to figure out the sweet spot for boiling the rice and steaming them before I had success. Don't let one bad experience deter you from this hobby if it's something you feel you are going to enjoy. It's a learning curve and no one gets through it squeaky clean 100% of the time.

That being said, if you can spare the cash to get a pressure cooker I'd say go for it but you will still need to figure out all the steps leading up to putting grains into the pressure cooker to have success. Then the real fun begins.

What went wrong is he didn’t sterilize his media appropriately. It’s bacterial.

No need to fork much for a pressure cooker. I've got a small one for 80€, and it works perfectly. I am in Europe, so unfortunately, no presto for me, but at least I get to sterilise whatever I put in there.

If you have a ninja airfrier check if it has a PC setting, I've been stressing for months about buying a PC to notice last week my ninja has a PC built in :smirk:  I did also use the brokeboi tek for a grow recently and it worked perfect but I only did it that way as I didn't have a PC at the time I wouldn't trust it just do it right from the start.
