What country are you in? Pans in warm countries grow on cow dung and are some of the stronger active mushrooms.
Pans in cool countries show up in the grass and flower beds, sheep fields. Those are weaker. In the uk it would be unusual to find a poisonous mushroom growing beside a pan in a sheep field

Panaeolus mushrooms in the cinctulus group grows all over the world. Pan. cinctulus being the one to go for as most other species in this group are either very weak or rare. It grows in grass and horse dung. In tropical and subtropical parts of the world, panaeolus cyanescens and closely related species are more common and more potent. They're mainly found on cow, buffalo and elephant dung. A good time to go would be after some heavy rain or foggy weather. Whatever makes the ground wet. There really aren't any look-alikes but I guess they could be confused with some psathyrellas. There aren't anything poisonous they can be mistaken for. Post photos here if you want to id your finds!

In the Midwest USA literally all you have to do is search for new construction where they lay down (and water with a sprinkler system) new sod. June-July are best times of year to look. Same goes for rich neighborhoods with highly watered (and fertilized) lawns. If it isn't dark green grass they don't water enough and don't waste your time. When it rains for a few days go check these locations and you will almost guaranteed find some.

Panaeolus cinctulus is the one to go for. Lawns, paddocks and around stables is where you'll find them. In grass or horse dung. Grows all year around as long as it's not freezing/frozen ground, but autumn is by far the best time.

1: Yes, of course you can. 2: Yes, if you travel to warmer country.

I have read that Panaeolus cyanescens have been found in Switzerland and Austria, though I don’t think they would be common.
Like others are saying Panaeolus cinctulus is probably a safer bet.
Personally I have found most of the ones I have come across in paddocks that cattle graze in and mulch landscaping.
However I don’t think wood chip gardens are typical habitat, I think I just got lucky.
I also see photos in ID groups of impressive flushes of them in vegetable gardens quite often, as well as them growing with potted plants and of course in lawns, with hay and horse poo etc.
The paddocks I find them in have all been sort of hilly land with valleys and trees scattered here and there, rather than high intensity pasture, but they are probably found there too.
I have found them in summer and autumn. I see people finding them year round in mild climates but they definitely seem to like it warm.

If you're in Austria, Switzerland or Hungary, go hunt for cinctulus in cow pastures. That way you can keep an eye out for cyanescens as well. I doubt you'll find any, especially at this time a year. You'll probably find some cinctulus, but as Mycoangulo said, warmer weather is better.
