I think there should be a special internet by kids for kids that is heavily policed to keep creeps out, where kids can have a safe space to do what the like.
I think most of the issues kids have nowadays are made a lot worse by access to the current internet where you have all possible weirdness and large communities insisting that that is in fact completely normal.
The www is utterly unsuitable for minors, they must be protected against others, against themselves, against misinformation and against wrongful content.

12 year old me on my sega dreamcast connecting to the internet on a console for the first time, logging in, making user name Lick and immediately poasting explicit shit about sex as my first order of business.

This is truly the ideal internet situation. In stead of dark net , net light. Makes complete sense. Laptops specifically built for up to 16 years, and really that can add a different sweet 16 present idea.
There’s some stuff I saw on the free for all internet of the 90s at age 11 and up I wish I could take back. Shock stuff that is now burned into my brain and I wish I had never seen. There’s some horrible stuff out there. Horrible. Crazy to wonder if it would’ve changed the stuff I watched as an adult though…. Really this scenario of 16 year and below met could also just be useless, and no one can really say if a teenager would make the same mistakes and watch the same filth as an adult. Maybe some human brains like gore porn and some don’t?
The internet in general has become such a weird monster.

All of the traditional fairy tales -- from when we were allegedly traditional -- originally substituted special effects with gore and vulgarity. They were at least rated R. People generally used to be more violent, on Halloween, in gym class, sporting events, and in neighborhood disputes.
Blaming bans on social decay is an inept form of nostalgia for a time that never really existed, when you could be preparing kids for the law of the jungle.
But, when you try to prepare kids for the law of jungle -- lawfully -- the ones on raised naughty video games, etc. cannot stand exposure to jarring stimuli, irl.
The way we expect people to act is pop psychology and comes from movies, afaic. Our civility is as much a product of demoralization as our incivility.

Mehh, how would you even enforce a less-than-16-years-of-age ban on internet usage?
I think parents shouldn't let their kids have a personal cell phone until they are at least in high school... at least not a smart phone...

The problem with a kids only internet area is, you've now created a big neon sign saying KIDS HERE ----> What form of ID do you use to verify that they are under 16? Kids don't have drivers licenses. Is it even legal to take personal information from those minors to verify them?

Utah just passed laws that social media companies must legally verify the age of their online users in Utah. https://www.natlawreview.com/article/beehive-state-joins-buzz-around-minors-and-social-media

Social media dangers effect mostly girls. Teenage girls can be a special sort of vicious mixed with naivety and sensitivity. When social pressures don't end when they are home alone in their rooms this can spiral out of hand and cause all sorts of difficulties, leading to low self esteem, depression and even suicide. And that's just if they are online with other girls, all sorts of exploitative harms can happen if they encounter men.
Not that there aren't dangers for boys as well, but it doesn't seem as pronounced.
