City Council approves ordinance to combat use of flower's drug

The Kenner City Council unanimously passed an ordinance Thursday night making it illegal to consume or sell a hallucinogenic cocktail made from angel's trumpet, about five weeks after three teens were hospitalized after drinking a tea brewed with the plant.

After the May 28 incident in Kenner involving the three teens and another incident a week later in Destrehan, police in Kenner and St. Charles Parish said they could not make an arrest because it is legal to grow the tropical plant known for its tubular blooms and lemon fragrance.

"There was no consequence for them having done this," said Kenner Councilwoman Michele Branigan, sponsor of the ordinance. "There was nothing the police could do."

The ordinance gives Kenner police the authority to arrest someone who intentionally combines, produces or manufactures a mixture made of the plant, also known as jimsonweed, devil's weed and locoweed.

Kenner police say the ordinance is a good idea but more help is needed.

"The ordinance helps law enforcement make arrests, but a law on the state level is needed to really put a dent in this thing that has obviously turned into a problem," said Capt. Steve Caraway, who witnessed the Kenner incident and the plant's effect on humans.

Ingesting an angel's trumpet concoction causes many adverse effects on the central nervous system, authorities said. Symptoms include dry mouth, fever, blurred vision, reddening of the skin, urine retention and delirium.

In the May 28 incident involving three teens ages 16 to 18, police said one tried to jump from a roof and another tried to take a bite out of his arm. He said he thought it was a roast beef sandwich, according to police.

A week later, three boys, all 15 or 16, cooked down the flower, mixed it with an unknown liquid and drank the concoction. St. Charles Parish Sheriff's Office deputies found the trio early in the morning walking the streets of Destrehan and acting incoherently. Two of the three were hospitalized.

The next day, the father of one of the teens was so angry he shot and wounded a man he thought had given the concoction to the boys, authorities said.

"The thing that concerned me, not only that this is happening and these kids were hallucinating and putting themselves in danger, but it was rumored that their intent was to test this and at some point distribute it and offer it on the street," Branigan said.

The misuse of angel's trumpet is widespread. Across the country and in Europe, teens have reportedly engaged in strange activities while under the influence of its toxic brew.

Last spring, a German student cut off his penis and tongue with garden shears while under the influence of the plant. Two teens in Lake Wales, Fla., were found nude in a neighbor's yard last month by authorities. They said they were searching for spark plugs.

Another Florida teen in Haileah died May 26 from a 106-degree fever after ingesting a soup he made from angel's trumpet, authorities said.

If simple weed was available..... The kids were obviously looking for any available way to get high.... prohibition fucks up some more lives, and the govt doesnt waiver a bit.

They took datura.. Its their own dam fault..

If u dont know the substance your doing you are a fool.. And I dont think anyone will care if this plant is made illegal to make tea out of.. Except that it might

Maybe making it illegal will even intice people to try it even more.
