I tried buying one off of eBay. It was about 25 bucks. They claim to be really safe and high-end. Of course it was a piece of crap. But I’m not willing to pay $500 for one either. What do you guys recommend to be a really good brand of laser pointer. For popping balloons. That isn’t going to break the bank.
Caveat. Most of the suggestions that are gonna be powerful enough to pop a balloon. Would be green. I want a purple laser beam.

Cheap lasers are not going to pop balloons. Generally cost goes up the more powerful they are. Also any laser that generates heat is not going to be 'safe'. I have a 5W laser I used for my reef tank to murderface lil pest anemones. It came with color tinted safety glasses.

Why do you think most common publications on HEL research stopped around that time?  I realized this a couple of years ago when I was browsing around on Wikipedia etc. on this tech when I noticed that everything was pretty much out in the open until around 2012 or thereabouts. After that, apparently nothing...which can only mean it's now fully weaponized. Of course it's not actually being used (yet) because they don't want the Russians and Chinese (both of whom are undoubtedly working on the same tech anyway) to be too quick in developing countermeasures.

The combination of "safe" and "popping balloons" is contradictory. It's going to be either safe, or it's going to be able to pop balloons. Not both. If it'll pop balloons, it'll pop cells in your retina just as easily. It's misconceptions such as yours that are the main reason for safety classes being applied to lasers to begin with. People who don't know excrement from a garden utensil will start partying around with stuff and regret the consequences later. Or worse - not regret them.

Eyes - maybe. Skin - don't think so. I do quite some work with UV. Virtually all of the entertainment-purpose UV these days is 365-400nm LED light. This can be hella bright, but it's not particularly harmful, especially the 395-400nm wavelength since it's mostly visible and not very energetic. Down to 365nm it becomes slightly different because you don't really see this wavelength (you only see some of the secondary longer wavelength emission) and that means that the eye basically 'overexposes' because the pupil doesn't narrow in response to the invisible light. The more common effects of this are headaches, a slightly dizzy/fuzzy feeling in the eyes and afterglow as if you've been staring into sunlight (which this is really similar to). There won't be actual cell damage to the cornea because these wavelengths are simply not energetic enough. Things get nasty if you drop below 350nm and especially below 300nm, in UV-B and ultimately UV-C territory. However, these wavelengths are not used for entertainment purposes because they have no practical utility there, and they are relatively expensive & inefficient.
So frankly the story of keratitis/Klieg eye/welder's eye sounds outlandish to me. It's entirely possible that people experienced eyeburn, but it seems more likely to me that this was of a chemical or biological nature. Note that Klieg eye / welder's eye is really due to the broad band of old-fashioned unshielded metal discharge lamps (not used in stage events these days; used back in the 1930s etc. for movie productions) and of course welding arcs, which emit a broad EM spectrum by definition. LED light as used for entertainment purposes doesn't compare.
Not saying these people are being pussies about it; no doubt they are bothered by something, but it's not likely to be the fancy blacklight onstage. The bad music, perhaps.
