Trouble with agar mix?

So I usually buy my agar mix from a local hydroponics store that carry’s some mushroom cultivation stuff but they ran out and haven’t restocked so I bought this one off Amazon, says boil for 3 mins to desolve, iv boiled it for 3 and up too 15 just now
And it doesn’t desolve, the one I usually get will have chunks of charcoal at the bottom but will harden like normal, this one even after pcing for 1hr will still separate like this and then stays the consistency of jelly, one reason iv been able to do transfers with it to grain is cause the mycelium keeps it from falling apart
Any ideas?

Honestly, it's probably easier to just buy normal agar in a convenience store and some LME from a brewing store or amazon and mix up your own agar. This will also let you make water agar for taking samples off of fruits to clean them up.
