Cp pressure cooker questions

Hello, I have some pressure cooker questions that I haven't been able to find answers for... I haven't been able to get my pressure cooker to get up to 15 psi no matter what I do. Cpl things I am wondering about?? I can only get it up to 12 psi but can't hold it there. 10PSI is what I can constant pressure at. 1-I read somewhere that you need to add 75% more time for 10 PSI. Is this correct? Is 15psi for 90 mins equal to 10 psi for about 2hr40min? I have read that some grain won't work at 10 psi. I s that for whole oat grain? What about cracked to whole corn? 2-Can you over pressure cook whole oats? I accidentally left my pressure cooker go for an extra hour(3.5hrs @ 10psi). Does that destroy the oats? 3-Making LC at 10PSi. What time PC for? Thanks

What model pressure cooker are you using? What size weight does it have on the steam vent?

I live at 5,000 altitude . My Presto says only 12 psi but the wobbler does wobble so I add 22% more time when I PC anything

its a 50qt pressure cooker I got off Wayfair. Needed it big but had to get it on budget for now. Weights only for 40KPA. I haven't been able to find 100kpa weights that fit as they are a lot bigger stem than usual. The bore hole for the stem is large and the 80 kph weights from amazon are small and don't fit on the stem. I have rigged some chunks of metal up and have them sitting on the wobbler and can get it to about 12 psi but the other issue I have is the emergency vents seem to pop around 12.5 Psi. I am saving for a better PC but for now I am stuck with this one. I have these safety release valves but can't find ones rated to release higher than 15 psi. these go around 12.5psi and sometimes less. https://img.fruugo.com/product/8/59/539113598_max.jpg (how do I get actual pics here instead of having to have URL?) WorkBigDan..Is 12 PSI only 22% more time? I heard 10 PSI is 75% more time??? Can I over cook the grain If I go 75% more time at 10-12 psi?

I pulled out one of the weights and added a pressure gauge to this PC so I can see what I am sitting at
