Although it’s still prohibited to bring drugs into a Canadian prison, the Correctional Service of Canada has now ordained that if you do manage to sneak in narcotics, they’ll help you consume them safely.

Kingston, Ont.’s Collins Bay Institution will soon be opening an “overdose prevention service” (OPS) at which inmates can consume smuggled drugs under medical supervision.


“Mental health and problematic substance use are first-and-foremost a health issue, and we continue to work to break down stigma, while providing effective and appropriate treatments,” Correctional Service of Canada wrote in a statement to CBC confirming the new program.

And this is actually the third time that the federal prison agency has approved such a facility.

The first such drug consumption site opened in June 2019 at Drumheller Institution in Alberta. A second then followed earlier this year at Nova Scotia’s Springhill Institution.

At the Drumheller site, 52 inmates used the service in its first 16 months, racking up 1,566 visits in total.

Both sites offer needles, syringes, tourniquets and other sterile drug paraphernalia. While prison guards can normally seize contraband drugs from inmates, they can’t do so if the inmate is en route to an OPS visit.

Needless to say, Collins Bay Institution and the rest of the corrections system has been fighting a losing battle against a robust black market pipeline moving drugs, cell phones and even weapons into Canadian prisons.

In 2022 alone, authorities recorded 99 “drone drops” at Collins Bay. That is, instances in which a drone was used to ferry contraband behind prison walls.

As recently as Aug. 20, a pair from Quebec were arrested in a parking lot adjacent to the prison as they allegedly prepared to send over a drone equipped with what police described as a “large quantity” of contraband. It was only three days until another pair were arrested allegedly doing the same thing.

Although those particular drops mostly contained tobacco and cannabis, authorities have also tracked drone drops of meth, fentanyl and ceramic knives.

Collins Bay has also experienced issues with prison guards themselves moving drugs into the prison at a heavy markup. Early this year, an Ontario Provincial Police investigation resulted in the arrest of two prison employees for allegedly spearheading a drug trafficking ring. Also seized were what police suspected to be 1,100 grams of methamphetamine and 120 grams of fentanyl.

“There are millions to be made inside the prisons,” one former inmate of Collins Bay told Postmedia in May. “The demand for drugs and other contraband — mainly drugs — is off the charts. Take fentanyl … everyone wants it.”

In June – the same month that Springhill Institution opened its safe consumption site – prison guards seized a package containing an estimated $450,000 worth of crystal meth.

Even tobacco commands wildly elevated prices in prison, where tobacco use has been banned since 2006. A single drone drop of tobacco intercepted at Collins Bay in 2021 was estimated to have a black market value of $20,000.

All these smuggled drugs have resulted in about 46 suspected overdose deaths of inmates over the last 10 years. This makes overdose the second-leading cause of non-natural death in prison, losing out to suicide.

Canada’s official correctional investigator, Ivan Zinger, has been one of the earlier proponents for in-prison facilities providing clean paraphernalia and medical supervision to inmates looking to consume smuggled drugs.

In multiple reports and testimonies, Zinger has even called it a “human rights issue” that offenders do not have access to needle exchange and other safe consumption options. In his 2022 annual report, Zinger criticized the operators of Canada’s prisons for being “heavily tilted in favour of drug suppression” and urged them to abandon their so-called “war on drugs.”

“Absolute drug prohibition does not work in the community and it will not work in prison.”

Canada and the USA are SO different.

Except for the drone delivery in the article, it's usually the prison guards that are smuggling/selling contraband to the inmates.


I would like my drugs delivered by drone. :grin:

Very interesting.

I think that substance abuse should be treated as a medical issue.

I would be interested in seeing the future data about changes in deaths after implementing this program.

I believe anyone can get sober, but you can't get better if you die.
