Buck passing, or passing the buck, or sometimes (playing) the blame game, is the act of attributing to another person or group one's own responsibility. It is often used to refer to a strategy in power politics whereby a state tries to get another state to deter or fight an aggressor state while it remains on the sidelines.

Our Fifth Estate/Enquête investigation has found Canadian recycling companies are breaking the law by shipping illegal, unsorted household trash — hidden among approved recycling exports — to developing countries. But the federal government is keeping the list of names of those caught violating environmental and international laws secret from the public. In the last five years, at least 123 shipping containers have been returned to Canada for carrying unrecyclable trash.

While driving down country roads in agricultural areas, I often notice that some people dump couches, refrigerators, mattresses, and old washing machines in irrigation ditches. I assume it's a cost saving strategy, as one can avoid paying the fees at the dump.
My nasty old couch is out of sight & out of mind
And I can spend the $$$ I saved on a bottle of 151

Here's a video / audio recording of my latest experience dealing with gaslighting / bullying, by bullying, I mean a group of players dumping their "bads" onto a single player. In other words, a neighbor tried to tell me her garbage was mine, that what belonged to her was mine, and that I had to clean up after her. I just ignored her and made this video:

I use an empty illy coffee tin at my desk to put the cookie batter shit into, then I dump it into my nearby trash or recycling, when it is all full of broken crayon, kleenex, grape stems, hairs, floor fluffs, mandarin peels, etc.
My neighbor never sees this, but they may think I love illy coffee.

loaning money is a service, which is honorable. perhaps more honorable than partnership and co-ownership which is subject to interference.
Probably the most interference comes into all our lives (without any democratic consent) from the insurance companies: since it is best practice for all of us and any company or government to insure all operations against damage and liabilities, and the insurers are finicky about what is covered or not covered. That becomes a huge constraint in the design and management of everything.
