Oat jars too wet after sterilization? First time doing this

I boiled 3 quarts of oats using 6 quarts of water for 30 minutes. I dried them on baking sheets under 2 fans for 4-5 hours and they were pretty dry before jarring. I put the lids on upside down, left unscrewed a tiny bit and covered with foil well. Ran the PC (16qt Presto) for 90 minutes at 15 PSI with 3 quarts water and 5 jars total. I let cool overnight
These are what they look like after 12 hours. There was a strong oat smell in the PC when I opened too. Jars had a little white stuff on sides I can rub off. If I flip the jars, a lot of oats stick to sides of jar
Opinions?

30 mins seems a little short for boiling oats, Id have a hard time believing they are fully hydrated
Jars will probably clear up in a day or so, you can give em a shake if you havent yet already

The video I watched said 30 minutes and there were a lot of success stories in the comments. I checked many oat prep teks on this site too and all said 20-45min after boiling begins
They were really wet and took hours to dry. Some burst open
Already shook them so I guess I'll wait. I was hoping to throw some colonized agar in them by now

You can inoculate them once they are room temp. You seem confident in your tek, a sterile wet jar is still sterile

Anytime, oats can be tricky might take a few runs to get em dialed in

I run pretty much (wait, not pretty much) only oats. I got a giant bag reading one of Bod's write-ups a while back and then got one more. They last. Anyways.
For me, I've found that drying time and drying method is the key point. Everything else matters as well, but not as much. I boil my oats for 30-40minutes. Then I do a hot toss in a few strainers with a fan running on them. It drys them pretty damn fast and gets them ready to load into jars in an hour or two. Faster if I just sit there and churn the oats with the fan. Some folks lay the oats out. Some leave them in the fridge overnight in the strainers. I've not done that but it seems like a solid way. In any case, this is the step to not skimp on. Wait until they're not super wet (technical definition here I know) to load them into your jars. I'd lose the foil too. Generally just not needed for much of anything except spore prints. The oat smell is normal.
Clean is clean. Wet is annoying and will clump but could still work for ya. Aim for dryer next time!

They look totally normal. It's common for oats to come out of the PC wet enough for A FEW grains to stick. As long as it's only a few, you're fine. They should dry out a little bit in a few days.
I also think 30 mins is on the short side. Cut a few in half to really see if they are done. If the middle is white, keep boiling. It should get kind of clear when they are fully hydrated.
I cook mine for 40-50 minutes. I'm at 5k ft elevation so my water isn't quite as hot, but I think that adds 10 minutes at most.

I kept shaking throughout the day and the condensation started to go away. I only boiled for 30 because that's what everyone was saying and I noticed they started bursting open, white and sticky.
Put some agar in them and we'll see how it turns out
