You can find those electrically cooled Igloo ice chests for around $69 and run them off an ac/dc adapter. They're designed to keep shit cool for long trips or when camping, but work equally well at home for "stealth" cooling. Only drawback is that they usually have an "on/off" switch and no thermostat...so they get too cold. You can pick up a thermal switch from any big electronics supplier and wire it in-line with the power cord for the dc adapter, that way it will only come on when the temp rises above your set point. An adjustable switch is better, that way you can set it to 85-90deg max for spawning your substrate, then dial in back down to the mid 70's for fruiting.

Unfortunatly running a air conditioner constantly is not something I am up for paying out my ass for. I have one but I would like to be in the room each time it turns on and money from my wallet disapears. And I have a couple terrariums so I need to figure something out for all of them. Ice packs maybe?

There is no way to control temp by ice packs. It is either too cold or melts. If want a constant temp then you are going to need something electric.
