New Pressure Cooker --- Can I run it at 15PSI?

Hey folks. I just got a new bad boy 25qt pressure cooker delivered to my door. It's an insane upgrade compared to the one I've been using (only a dinky 9 quarter) but it comes with a twist: it works at 13 PSI aka 90kPa. I consulted the site & manual and these parameters popped up:
operating pressure: 60-90kPa (I already established it works at 90kPa by default) "safety" pressure: 98-140kPa "Relief" pressure: 140-245kPa these are rough translations, can't find the specific terms in english.
I also have a picture of the gauge it came with, that shows anything above 140kPa as DANGEROUS. 
I assume, therefore, that the 90-140kPa is what they refer to as "safety" pressure. I'd really like to run my PC at 15PSI to get rid of all chances of contam & reduce the time by a decent hour.
Is it possible & safe for me to run the PC at 15PSI although it came as a 13PSI standard? (The build is pretty sturdy, it replicates the classic Presto ones.) If so, how can I reach 15 PSI? I assume it's all in the weighted pressure valve?
I'd like to mention that my previous pressure cooker only went up to 9PSI and still yielded insanely good results, especially with agar and jars, even at lower timings, like 45 mins for agar and 1h30 for jars.

A quick search shows just over 103 Kpa as being 15 psi, which would be under the caution range of your gauge.

Yeah I figured, how do I reach that KPa tho? my current jiggler only allows up to 13. Is it only a matter of buying a different one that allows 15?

As mentioned above adding some weight to the jiggler increases the pressure it jiggles at. Just make sure you do a test run (or a few) to figure out how much weight you need to add and how hot the stove needs to run to maintain 15PSI without going above your safety zone. 140kPa is about 20PSI though, so you should be ok as long as you don't just put it on the burner at full blast.
