It keeps showing for a brief moment but then disappear into blue feelings for a long time.
So how do I reach for more happiness?

play cat and mouse with it there is no happy button - it is an accompaniment factor when things are in balance or when things come together, or when you are in synch.

I don't think about it, not for you nor for me, however, sometimes when the sun shines and a kid smiles, and the birdies tweet I notice that I am happy. but then things change, I react as the context dictates.
in the encouraging moon card, after emerging from lower states, and getting past the gates, one surmounts the mountainous path of slowly increasing heights (suggesting more happiness or better insight - something like that)

I think the Sun card represents the most happiness possible.. along with a soulful vibration..The Pulp in Pulp Fiction..
Yoga means to release you as that is the souls goal..

"A hand that can only close is only half a hand" otherwise said, you must be able to let go as often as you grab to have a working hand.
You already know how to reach for more happiness, by extending your arm and fingers. Learning to let go gracefully is the skill you must develop.
There is meaning and appreciation to be found in all your feelings. Do you reject the blue feelings by reaching for happiness?

I think the Moon bids us to tap into our subtle desires and un/subconscious energy..
A card with some symbolism as well.. coming in tune with our emotions..

Euphoria never lasts. That's why letting go is important.
Ataraxia is cultured with patience and practice. In a way it's a constant state of letting go.
Many would argue that ataraxia is more properly seen as happiness than euphoria.

It's cool. I am not you, but observed commonalities go back thousands of years. We're all human and more similar than different. I don't suppose such revelation is more important than the path to it.

Ataraxia is a central theme in Epicureanism, probably helpful in being a good Hedonist, certainly a goal of maintaining virtue in Stoicism. Ataraxia is more pertinent than euphoria to happiness.
"Starting again" Can't start again if can't let go. Life will take it away regardless. Learning to let go before life rips it from rigid fingers is a worthy goal. Letting go is the starting again... at least, to have an open hand, it can come and go as it pleases.
Reminds me of some Tom Petty lyrics. Or maybe 38 Special.

Contententment is an easier more controllable goal: making the part of the wave between the crest and trough more enjoyable, for a better overall experience which may allow for more happiness. Some of that is through basic self care and making sure your needs are met both physical, emotional, material.
Having a home, socialization with interactions including body language, daily sunlight and regular exposure to nature, healthy diet and exercise.
Then their is the mental side of self help. Being honest with yourself, loving yourself, wanting to see yourself happy. Self reflection on behavior, and most importantly introspection on your traumas, and if able professional assistance in finding resolution.
That last one is truly important, and the older I get the more I see it's importance everyday. If you are interested in some reading on the subject I recommend Gabor Mate, he has some excellent books on the subject discussing how our psychological traumas affect our lives physically as well. I resonate heavily with that idea, and have seen it first hand here. A trauma can be a wound you carry your entire life and prevent growth and happiness, burden us with sorrow. There is plenty of supporting evidence from this very forum, Ice used to be tormented emotionally by his childhood late into his life, and we live out behaviors rooted in our deepest pains.
If you can assess your trauma, take care of yourself, treat yourself as someone who deserves love, have shelter and food and companionship, then happy moments can be easier to find. And sometimes getting the blues just means something need to change, and it's probably one of the things above.
