they can flower quite young and size isn't explicitly an indication of age/maturity. in general, if it is at least a couple of feet tall it should flower under conducive conditions.
as for your second question, it is one for the mighty search engines of the web to handle.

I'd sure like to know how to make them flower. I have some cuttings I planted last year and a few plants that are older than that. It would be nice to get some flowers this year. Streetlights and so on may prevent flowering but that's just a theory.
