There are metrics but there's also a subjective component. One person may think Niki Minja stands out because she's their favorite musician while another person thinks she's just one of many hip hop artists. In a metric sense Niki Minja stands out because she's made more/is more famous than the average hip hop artist.
It's the same with wearing colored pants. A guy with pink pants will stand out in a room of people wearing yellow pants, while a guy with yellow pants will stand out in a room of people with pink pants. If half the people are wearing pink pants and half are wearing yellow pants nobody in particular will stand out, unless someone is wearing a gold lame hat when everyone else is hatless.
Famous could mean well known on a local level but is generally meant to indicate a more widespread knowledge of someone.
Anyway, pink pants will generally make a person stand out with the idea being that it's not a typical fashion choice. This may indicate they're will to make bold fashion moves so the "standing out" could be seen as more than just appearance. OTOH, my opinion is that fashion choice isn't important and being bold with fashion isn't particularly noteworthy.
And I would argue that being authentic is one way of standing out to you. Also, a person can be authentic without standing out or being a novel genius. Sometimes it's better to just be specific. Novel genius is novel genius. Authentic is authentic. Fools wearing pink pants are fools wearing pink pants.
One could put forth a case either way as to whether Thomas Edison was authentic while acknowledging he was a skilled inventor. My opinion is that he was more worried about making money and being famous than Tesla, based on the documentaries I've watched. He publicly electrocuted a dog with AC to discredit Tesla's work which seems inauthentic to me.

Can God (if omnipotent) decide what standing out means?

I don't believe in God.
Humans decide what the words they use mean.
I guess a good question, to avoid getting into hypotheticals, would be, why do you want standing out to be something undisputable?

There can only be one standing out the most from humanity. Should you not worship what (s)he says?

Again, it depends on what metric one applies to "standing out" and it's going to have a subjective aspect.
Is there a "most" novel genius? Or "most" authentic person?
I'm not going to worship anyone regardless.
