Want to create a new forum

So hey people I decided to try to create a new mushroom forum in Sweden, primarily for swedes but all of you are of course welcome. Now I have some questions.
1. Do I need to buy a physical server rack or can I use online resources?
2, What is the approx cost a year to run it? I am the only administrator, but I will name several old buddies mods.
3. Can you rec a good company who can help me create that forum?

No. Around €100 for reasonably decent hosting. Just get any local nerd/volunteer to get to install one of the several free message board systems. Better yet - do it yourself.
Setting up a forum takes less than an hour, starting from scratch. Generally, a hosting provider will have an admin panel that you can use to install e.g. phpBB, requiring zero technical knowledge. Then take it from there and create whatever forum structure that makes sense for your user base and content.
All of the above are really the technical details, though. They don't matter all that much. Getting this thing off the ground is going to be a matter of building critical mass. Forums had their heyday in the early 2000s. You're also focusing on a particular niche (mushrooms + a relatively small country). What's the latent/unfulfilled need in the market that you're going to meet with this new forum? Have you spoken to many Swedes who expressed regret for there not being a Swedish mushroom forum?
Also, ask yourself what makes a good moderator. There's a lot of misunderstandings about this. Knowledge of the content of the forum alone does not make a good mod per se. Being friends with certain people does not make a good mod per se.

You have the option of making your own subforum here if you buy a supporter account I think, someone who knows more can chime in. Could be a lot less headache and there's already a ton of resources here. Instead of starting from scratch, you could simply translate existing teks into swedish.
I just have to say, you guys really knock it out of the park with your meatballs, I mean, really!!

I want to create a forum due to the shutdown of myco tek I want to give the swedes their own little place where they can learn in swedish as it is so that many swedes cant master English. ALso it would be fun to be the webmaster.

I don't know what the best/most common hosting providers in Sweden are; never looked into it. Just google a bit and see which ones pop up, have good reviews, are financially attractive etc.
Usually when you 'buy' a hosting package, you get access to a control panel environment. There are a couple of common ones out there and some hosts that have their own proprietary systems, so there's no one single way it works. They all offer the same, roughly speaking: a place where you get an overview of the different services you're subscribed to (domain name registration, hosting space etc.). Within those, you generally have an second admin environment where you can configure options. For hosting, a common option is to automatically install a number of often-used packages, which always includes one or two forum suites, with phpBB still being popular. For instance, my hosting provider uses DirectAdmin, which allows me to configure several options for each domain/hosting package I'm renting, including installation of common apps.
So it depends on which hosting provider you choose.
Like I said, in case of doubt, ask someone knowledgeable. You're bound to know one or two people who are more than averagely digitally literate, no?
And think about the other things I've said. It's not that this is such a very expensive experiment to run, so by all means dive in unprepared, but to my mind it would make sense to try and figure out first if there's a market for what you're about to do.
Also, jack_straw2208 made an excellent suggestion: just have a subforum created on here. This place already has all the infrastructure, a supporter account will be way cheaper than hosting something yourself, and you don't have to worry about the headaches of being an admin - which includes hacker attacks, restoring backups when something went really wrong somehow, GDPR violations, disgruntled users threatening litigation etc. Yes, these are all things that will happen if your forum is successful. Ask any forum admin, they'll tell you the same thing. See if you can contact Ythan on here for instance; he can tell you stories.
