Rot and green spots under the soil of my brand new cactus

My misadventures with San Pedro:
The potted cactus started leaning to a side after it arrived by post 3 weeks ago, and only yesterday did I dig to discover blue rot under the soil.
The room is at 16 degrees with little light, it has received zero water.
Is there a chance to save it? I'm pretty sure this will involve alcohol, a knife, sulfur, but i'd love for someone to confirm!

Oh man, sorry to see that.
Is the base squishy at all?
Also, that wood chip soil mix is not ideal for cacti, not even Trichocereus my friend.
It's not to late to save it though, so you are in luck

Thank you KannaKris.
- The base under the soil is beyond squishy: it's gone, but the grey part above the soil is still mainly as solid as the healthy green - chip soil mix: it came with my order from 24high.nl 
I will buy alcohol, sulfur (since it's indoors, maybe garden phos?) and get the knife ready :'(

Then you need to act fast!
Cut back the rot, until you get to nice firm non rotted flesh, and then let it callous. Then re-pot it in a better soil mix. However, if that mix is all you have, it will still work. Trichs aren't too incredibly picky when it comes to their substrate, like desert cacti can be, such as Lophs.

After a heart-wrenching amputation it is recuperating and drying. Let's see if it can root when spring arrives. Below is what what found in the soil.
