Marketing IMO
Apple blazed the mass produced luxury technology market and the way to advertise it effectively. Start with the sense of 'break out' and then pair a sense of luxury with the product and people will begin to associate the product as luxurious.
Price it somewhere near the upper end that is attainable by a mass market but never give up the perception of luxury.

Nah, infrastructure. An EV charging spot requires electricity, a regular parking spot does not. If you put the EV spot far from the building, you spend more money on wires and maintenance.

I believe they choose by asking how much each business will pay. At least, that's how they decided where to put the charger by my house.

Not really, this has been a tactic of urban consumer infrastructure for decades. Store front parking is a waste of space and is an eyesore. It's also way less dense than say pedestrian traffic or bicycle traffic, meaning fewer customers. However, car owners for a long time were simply more wealthy so it became a priority.

 Just an opinion piece
Most of my opinions on Tesla swirl into marketing because it's what I think they (and Apple) are incredibly talented at. But that probably just leads me down tunneled vision
