Both of those have 4GB ram which is on the low side. Would be nice to have at least 8 or more. Adding RAM from other machines is a bit problematic, since you generally want to match the RAM stick models, otherwise you can get all sorts of weirdness while running the PC resulting in you being better off not adding extra RAM at all.
This seems OK, since it does not have extra unnecessary crap, which you might have from the previous pc - https://articulo.mercadolibre.com.ar/MLA-1123655213-compu-pc-cpu-dell-optiplex-7020-i5-4ta-gen-8gb-ram-240gb-ssd-_JM#position=28&search_layout=grid&type=item&tracking_id=2a1e80ae-56bd-457a-87d9-1ca2845f6875 It also has a mediocre i5 processor and 8GB ram.
Though converting ARS to EUR I can find a new one 2 times cheaper in Europe, so not sure what's up with the prices.
You could also consider researching the parts and building one, which will be cheapest. Not too difficult either. You can find tons of resources here in the sidebar - https://www.reddit.com/r/buildapc

If you're technologically inclined at all, I would advise building one. you can do it for super cheap

Forgot about this thread!
U can find some decent, basic used PCs on eBay that were used for non-gaming purposes. Id do that to be honest. Trying to fit old hardware into newer hardware usually doesn't work out so well as computer tech changes quite dramatically over time.
Some useful keywords for eBay: "Used Dell HP Desktop Business Computer".

Consider a tablet with keyboard and mouse. Tablets can do most things a pc does. A linux preference is nothing i have knowledge about.
