calculations - help matching blower fan to odd HEPA filter

Hi all,
A friend gave me some small HEPA filters (AstroCel II, 12x12x4.75, 99.99%) and I thought I could try to make some mini flow boxes out of them. Hopefully someone could help me fact-check a fan I was going to match with the filters.
The previous boxes I have made were traditional sizes with 24x48x5.8 and 18x24x5.8 filters. I was able to easily calculate the correct required fan output to achieve laminar flow and could also confirm before purchase through many similar examples in this forum - but I think I lack the holistic understanding of the whole static pressure/initial resistance thing to sus this one out.
These little filters appear to have an initial resistance, according to their product spec charts, of 0.25 w.g. @ 100 FPM (100 CFM for 12x12), compared to my others (at between 0.9 &1.2 w.g. at their respective CFM).

This seems low and even with a furnace pre-filter would be matched to a very small fan, possibly this one or this one. Could this number be incorrect? They are micro-pleat filters and specifically designed to reduce blower power requirements, and I may have to use baffles to distribute the pressure in the plenum - but assuming I solve that - Is the .25 number trustworthy? Should I use .25 + .15 (pre-filter) = .40 to determine which blower to get?

Here is the test label for one of the filters. It shows 1.0 w.g. @ 218 CFM. Am I misunderstanding the numbers or is that in conflict with the chart?
I'd really like to see if I can make these filters work - I have like 14 of them and I thought it would make an interesting project. I realize they are small but free filters makes the project very cheap for each unit and I have a number of friends that would love this as a Christmas gift... but only if they actually work.

i've used one before (a production unit) and honestly it's not that bad for messing around. I don't do production or any serious work at home and sometimes I just want to play with a couple of plates in my own garage instead of at my shop. If I can get the flow to work, it is a small amount of space but not impossible to use
